This censorship issue in Japan is ludicrous. Main stream porn was for years illegal in the UK. That didn't stop people producing it. Prostitution is illegal in UK but every major town and city has it's "Massage Parlours". Just because something is illegal, it doesn't usually stop people doing it.

FYI, prostitution isn't illegal in the U.K. between consenting adults. There are laws around it, but as an example offering sex on the internet (e.g. Using Adultwork) is not illegal and being a customer to those advertisers is not illegal. Street prostitution and verbally offering sex or asking for it at a cost can be illegal....
