Looks like a modified surfboard. Prob has a technical name as well. Can't imagine it's that tough to get out of competitively.

Everywhere I've seen it named (mostly in video games, mind you) it was called the Stunt Rider Stretch. I'm not sure if there is any other name. I've seen it most often in matches where a smaller opponent used it to overcome a larger or taller fighter.
