I guess it all just depends on someone's perception of what actually constitutes a victory pose. Beyond the confines of this board, it's really no more than someone raising their hands/fists in triumph and so that could certainly be applied to the clip you posted (and the latter picture).
For me though (and I suspect for a large number of people in our 'circle'), the definition of a victory pose is something more personal. Not just the personal triumph that we see in legitimate competition, but with that added layer of domination/humiliation/contempt for the loser. And it's that latter aspect that would certainly be more than frowned upon in a sporting environment.)

For a proper victory pose (as understood in this fetish) there needs to be a physical contact between the winner and the loser like either the winner placing a foot on the loser or sitting on him and doing some sort of pose like flexing the biceps. This shows the complete defeat of the loser because he/she willingly participates in such totally degrading act by not resisting or fighting back, demonstrating his/her complete submission to the winner.
For example someone celebrating near the defeated loser is not a
victory pose by this definition because the loser still retains some dignity as this celebration is not something that he/she can prevent. In a victory pose however the defeated person could have theoretically still slapped the winner's foot away or try to shake off the winner sitting on him/her and flexing, but doesn't because of his/her complete submission to the winner, demonstrating that he/she has been completely conquered. It's a very humiliating act!
I remember the first grappling match between Viktoria and Kassidy which turned out to be very humiliating for Viktoria as not only was she (surprisingly) completely destroyed by the underdog Kassidy but her tormentor was also talking a lot of trash during the entire match. At the end Kassidy tried to do a victory pose and placed her foot on the loser but the proud Viktoria was just so frustrated, humiliated and angry at her rival that she repeatedly slapped her foot away and didn't want to participate in it. Was that still a victory pose? Maybe technically for a brief moment, but the loser's resistance showed that the loser wasn't completely conquered.
The same thing would have happened in competition. I doubt that any serious female fighter and competitor would want to publicly participate in this totally humiliating act, no matter how bad her loss would be. So a winner attempting a victory pose would just provoke an aggressive reaction from the loser and some official would probably jump in to separate them. The only way to do it would be to make a victory pose over a knocked out opponent who couldn't resist it, but even in this case the referee and the medical team are always quick to jump in to check on the unconscious fighter and would just push the winner away. Therefore the closest a winner can get to doing a victory pose in a formal competition is to briefly attempt it and trample on the losing fighter or flex muscles if the fight ends with the winner in a dominant position. That would be seen as very unsportsmanlike and would be frowned upon like you said. A repeated offender would probably get warned or punished. Also, the fighters have their teams with them which would jump in and try to prevent the winner tormenting and humiliating their losing fighter.
A proper victory pose can only happen in a situation where the loser just totally submits to the winner either in fear of the winner continuing to torment him/her (in case that the loser would decide to not participate in this humiliating act) or the loser just genuinely completely capitulates in front of the winner both physically and mentally or even starts to enjoy being dominated and humiliated by the winner, that's where the victory pose can become highly erotic. In this way it's similar to acts like kissing the feet which also require willing participation of the dominated submissive person.
