I will try to find more information about it and the scene in better quality. I have a feeling it has something to do with Tanizaki. Probably inspired by one of his novels.

Edit: Found it! It's based on Tanizaki's "Fumiko's Legs" novel. Released in 2018. Will post a better resolution clip without the stupid watermark soon.

Yeah, it's an adaptation of Fumiko's feet by Tanizaki (yet to be translated into English, but already published in French). It was one of a three-film based on Tanizaki's stories called Tanizaki Tribute. They even launched a website for the film which is only in Japanese. I reached out to the director of film -he's a Facebook friend, but barely speaks English and not very active- asking about an English subtitled release and he promised to keep my posted, but still no news has come (I even asked the producer of Third Window Films, which is specalised in releasing Japanese films on Blu-ray and DVD, if they have any plan to release the film, especially because one of the director who contributed to Tanizaki Tribute had three of his films released him, but his response was negative and it seemed that he was not very familiar with the project)
Speaking of Tanizaki, have you seen Masumura's adaptation of "Chijin no ai/Love for an idiot" (with its strong SM theme) or "Diary of a mad old man" featuring beautiful Ayako Wakao which in common with Fumiko's feet is centring on "foot fetishism"?

Yes, I have watched most of Tanizakis adaptations, including 4 Japanese versions of Chijin no ai. Good stuff.

Have you watched Keiga Kimura's version starring Mahciko Kyo too? Was it subtitled?
Also, have you already seen "Labyrinth of leg fetishism" and "Barber's sorrow", both by Hiroki Ryuichi?

Yes. Not sure about subtitles. Probably not.
